How do you get a dealer's license in Texas for auto auctions?

There is a place in Houston, TX that has cheap cars and bikes with very little body damage on them. Catch is, you have to have a dealers license to get these things. Does anybody know how i have to go about getting one?

    First you need garage liability insurance, which is mandatory in most every state. That runs $2500-3500 per year depending on your age & driving record.

    A retailer requires a place of business, a legit car lot.

    A wholesaler doesn’t need that but can only buy & sell to dealers.

    In other words, its probably not worth it to save $1500 on your next car.

    You need a physical address and lot, a land line running to said lot, someone to verify this operation is legit, and several weeks wait for your license.

    I’m sure there’s more, but I haven’t kept up with my dealership owner friend as of late and I don’t believe he’s selling cars anymore as it is…C4C probably ate up a lot of his buys now.
